In order to delegate civil proceedings of Star Trek related materials we should institute a charter outlining guidelines. This should be in the mold of theFederation Charter which maintains direction of the planets, or the Khitomer Accords, which maintain peace between the Klingon Empire. *In Klingon it is known as 'orghenya' rojmab (Organian peace treaty)
